Arunachal is changing for development: Mein

KHONSA, Apr 11:  "Change is coming to Arunachal Pradesh and the change is for prosperity, growth and development," said Deputy Chief Minister Chowna Mein while addressing a huge gathering during Pongtu Festival Celebration at Khonsa on Tuesday.

Stating that Arunachal Pradesh has a very rich cultural heritage, Mein informed that Rs 5 crore has been kept under Research Department in the budget for carrying out research works on living heritage of various tribes.

Lauding the colourful traditional attires and dances of the Tutsa community, Mein said that Arunachal is a symbol of unity in diversity where people from diverse cultures and backgrounds are living together in perfect harmony.

Asserting this year's budget as the best, the Deputy Chief Minister informed that fund has been kept for bringing vast areas of undulating land available in food deficit areas into cultivation. He said to start the land terracing cultivation from Tirap and Longding districts.

He also called upon the people not to only confine themselves to traditional agriculture practices but also take up cash crops like tea and rubber cultivations as there has been provision under the Chief Minister's Flagship Programme to provide good quality seedlings and planting materials at affordable price to the farmers.

He also informed that smart classes will be introduced in secondary and higher secondary classes from this year onward and assured to introduce science stream in Wangcha RajKumar College at Deomali, for which fund has been kept in the budget.

Responding to the pleas submitted to him, Mein assured to sanction remaining amount of Rs 15 crore for completion of the District Secretariat building at Khonsa. He also assured to look into the fund required for construction of DIET building, boundary walls of schools at Khonsa as demanded by the Education Minister.

Mein further assured to provide fund for construction of Khonsa Stadium under RIDF/NEC, fund for 1 km concrete cement road in the main entrance of the Khonsa township and also for construction of an alternate road from the backside of the DC Office Khonsa to State Bank of India as it was informed that the main road to the bank passes through the DC Office complex, causing congestion in the office premise.

Minister of Education Honchun Ngandam said festival is the flowery part of our culture which adds beauty to our age-old culture and traditions passed on from generation to generation. He called upon the people not to dilute it by mixing religion with culture. He further said that we must work in unity and in the spirit of Team Arunachal for development of the state.

Minister of Agriculture and DoTCL Wangki Lowang said that the Pongtu festival is celebrated to spread brotherhood and happiness. While calling for preservation of culture, he said that culture is identity of every tribe.

MLA Wanglam Sawin also spoke on the occasion and called for preservation of culture and local language, while President of the Tutsa Pongtu Festival Committee Pholin Lowang highlighted the mythology of the festival.

"Pongtu is one of the most important and oldest agriculture festivals celebrated by the Tutsa community. The festival is celebrated in the month of April or May every year before the harvest of Millets to welcome the New Year", Lowang said.

Pongtu traditional dances, Lakrek dance performed by girls and Samton by boys, Ronghon bong, war dance (Ramui bong) and Tutsa modern dances were presented at festival ground.

Earlier, the Deputy Chief Minister inaugurated the District Secretariat Building, Khonsa, Block C.

At Changlang, the festival was celebrated with traditional gaiety and religious fervor at Changlang.

Addressing the festive revellers at general ground here, Minister for Power, Industries, Textiles and Handicrafts Tamiyo Taga exhorted the youth of the district to stay rooted to their own culture and traditions while adapting to modernisation.

He fondly remembered the contribution of late W Pongte in bringing out the resolution to recognise the Tutsas as one of the major tribes of the state. He also acknowledged the contribution of DIET, Changlang in promoting education not only in the district but entire state.

Earlier, the minister unfurled the festival flag and offered prayer to almighty 'Rangkhothak'.

State BJP President Tapir Gao exhorted all Tutsas regardless of their religious backgrounds to celebrate the festival as it represents the culture and tradition of the community. He urged the local leaders of the district to carry on the good work of bringing peace and development in the district.

Raga MLA Tamer Murtem also spoke on the occasion.

On the occasion, two Tutsa audio albums were released by Minister Taga.

Prominent personalities and meritorious students belonging to the community were also felicitated on the occasion.

Dance troupes from various Tutsa villages showcased their traditional dances, like Khopa, Ronghon Bong, Changding, Thomtut etc.

Among others, Parliamentary Secretary (Hydropower) Phosum Khimhun, MLA Tesam Pongte, former ministers Atum Welly, Tater Kipa and T Ngemu and all HODs were present.

 

 

 

 

Aadhar card racket busted

ROING, Apr 11: A person was arrested by the police recently for allegedly running a racket of making Aadhar cards in Roing.

Reportedly, the arrested accused identified as Jay Kishor Gupta had been illegally making Aadhar cards for people at exorbitant rates.

The arrest was made following a raid conducted by the District Administration at a computer shop at Upper Market in Roing regarding information of illegal Aadhar card production.

A certificate (No NS217705) bearing registration number UID 587109 of Motihari district, Bihar possessed by operator Jay Kishor Gupta was also seized along with other documents by the district administration.

Meanwhile, Deputy Commissioner (In-charge) Chesta Yadav instructed Dambuk ADC and DDMO to keep men, machinery and food items ready to mitigate any disaster in the ensuing monsoon. (DIPRO)

 

 

 

Dalai Lama concludes Arunachal visit

TAWANG, Apr 11: Thousands of devotees stood along the streets leading to the helipad here with head bowed to bid farewell to the Dalai Lama as His Holiness concluded his four-day visit to the birthplace of the Sixth Dalai Lama on Tuesday.

His Holiness left the civilian helipad at around 9 am for Guwahati, after addressing his devotees at Tawang Monastery who had gathered since early morning to get glimpse of him. He said he has special attachment with Tawang and announced to come back again.

Earlier, Chief Minister Pema Khandu, along with RWD Parliamentary Secretary Jambey Tashi and Tawang MLA Tsering Tashi met His Holiness at the monastery to bid their farewell and accompanied him towards the helipad.

At the helipad, His Holiness gave his blessings to the Chief Minister and others present. The helicopter carrying His Holiness flew round the Tawang town before proceeding towards Guwahati.

All the dignitaries present, including the monks and devotees waited at the helipad with prayers till the helicopter reached safely at Guwahati.  (CMO)

 

 

 

 

Local people express concern over inept planning of Chongkham-Tezu road

CHONGKHAM, Apr 11: The residence of several areas under Chongkham circle have strongly voiced against the raising of heights of road in Chongkham-Tezu road constructed by Navayuga Engineering Company Limited (NECL) and urged for re-laying of the road in the interest of the local people. The area is prone to flood and residents of the area are the worst sufferers as annually during monsoon season their areas get flooded.

"Due to unnecessary increase in the height of Alubari road the situation will get worse as it would lead to spill over of rainwater to adjacent low-lying areas. The increase in the height of road will only make the surrounding areas more prone to water logging and flooding in the event of heavy rain. It is pertinent to mention that during the year 2004, Chongkham area was the worst affected by the flood water in the entire Namsai district," said a local resident.

Local legislator cum Parliamentary Secretary for Environment and Forest C T Mein has informed that the constructing agency never took local people into confidence before executing the work in Alubari. "They should have consulted locals before laying the road or increasing its height, he said. Most of the house roof tops are now at the level of the road constructed by the constructing agency. Their inept planning, poor drainage, lack of monitoring of road laying work will be the main reasons for flooding in the area in the event of rain", said Mein.

 "This road is unnecessarily too high and is already causing great difficulties to residents. It will block the entire water of the river in case of a big flood and submerge us. It is my observation right from the beginning that Navayuga, led by its present project manager does not bother to take the local people and myself into confidence while designing this road", he added.

"Road level going up is not good for home-owners and residents. Rainwater and slush will enter homes and damage household items," the MLA said.

If the road is re-laid then the agency must ensure that the level of the road remains same even after fresh construction as it was earlier, he added.

 

 

 

'Renovate RCC bridge'

ITANAGAR, Apr 11:  Expressing concern over the growing traffic congestion at the steel bailey bridge over Yapu Nallah towards Division-IV installed by the PWD after the collapse of the RCC bridge there, Itanagar Municipal Council Ward No.6 Councilor, Bogum Jumi Teli has in a release on Tuesday, appealed to the PWD and district administration to initiate early steps to renovate the road near the bailey bridge before the onset of monsoon to prevent accidents.

'The commuters have to face untold sufferings since the collapse of the two-lane RCC bridge over the Yapu Nallah two years back', the Councilor claimed. She further urged the authority concerned to take up early construction of the two-lane RCC bridge claiming that the present steel bailey bridge is not safe for vehicular traffic.

 

 

 

Labourers immensely contribute towards the development of state: Governor

ITANAGAR, Apr 11: The labourers immensely contribute towards the development and prosperity of the state, said Governor of Arunachal Pradesh P B  Acharya while chairing  a meeting held to discuss the pathetic condition of the labourers engaged in the road construction in the state at Raj Bhavan here on Tuesday.

Principal Secretary, Home, Satya Gopal, Secretary, Social Welfare, Madhu Garg and Secretary, Rural Development, Dani Salu were present on the occasion.

Terming roads as the lifeline of the state and its people and the labourers engaged in the road constructions as the most important people, the governor said "it is the duty of every individual, particularly the employers to respect these people and ensure that their welfare is taken care of. He appealed to all to have a humane approach with the spirit of 'Sabka Saath Sabka Vikas' towards them and contribute at individual level to address their problems.

The Governor called for reasonable accommodation, drinking water, health facilities for these workers and recreation and educational facilities for their children. He categorically stated that these labourers must be covered under Food Security Act and they must be provided basic provisions, granted under the Act.

During his recent visit to West Kameng district, the Governor observed the deplorable conditions of the labourers working under Border Roads Organisation (BRO). He had asked the BRO to address the challenges of the labourers and create conducive environment for them.  

As a first initiative, the Governor had distributed recreational items and sweets to the children at various labour camps in the Sessa portion of the road between Bhalukpong and Bomdila. (PRO to Governor)

 

 

 

IMC’s  review meeting on garbage collection held

ITANAGAR, Apr 11: A review and interactive meeting with NGOs/ SHG engaged for door-to-door collection of garbage in 13 wards was held in the conference hall of Itanagar Municipal Council (IMC), Naharlagun on Tuesday.

Chairing the meeting, Deputy Chief Councilor of IMC Tarh Nachung asked the NGOs to work in two shifts so that the city remains clean round-the-clock. He also suggested the NGOs to maintain proper records of all the labourers engaged by them.

Interacting with NGOs, Chief Municipal Executive of IMC Habung Lampung called for carrying out the works of garbage collection in a proper and systematic manner.

He informed how the system of door-to-door collection of garbage was initially started in one ward on trial basis in March 2016, which was extended to few wards before it was outsourced to NGOs in November, 2016. He requested NGOs and IMC staffs to work in proper coordination.

Representatives of all 13 NGOs shared their views and experience. According to them, the basic and common problem was insufficient vehicles and improper maintenances of drains and lack of public cooperation in many localities.

 

 

 

Lohit becomes 1st district to launch energy efficient UJALA scheme in Arunachal

TEZU, Apr 11: Lohit became the first district in Arunachal to launch energy efficient LED bulbs and LED tube lights at subsidized rates under UJALA Yojana scheme of the Central Government.

With this, 9W LED Bulbs and 20W LED tube lights will now cost a minimal of Rs 70 and 230 respectively, a marked reduction from the current market prices.

The UJALA scheme - short for Unnat Jeevan by Affordable LED Appliances for All - was formally launched on 5th January, 2015 by PM Narendra Modi. The Energy Efficiency Services Limited (ESSL), a Guwahati-based company has tied up with the APEDA to launch the scheme in Arunachal Pradesh. Interestingly, although the scheme is yet to be formally launched in the state, Lohit has garnered a head start by becoming the first district to implement it.

Launching the energy efficient bulbs and tubes here on Monday at BRC Hall, Deputy Commissioner Danish Ashraf termed this occasion as a major thrust towards making the district energy sufficient.  Taking a cue from Neil Armstrong's historic moon landing, Ashraf said the launch of such affordable and efficient materials was a "small step for Lohit, but a giant leap for its citizens".

He expressed extreme happiness that with the usage of these appliances, over 50, 000 hours of energy will be saved, which is five times the current average. He further said that hospitals and educational institutions will be given priority.

He highly applauded DD APEDA N Tangha for taking the initiative to launch the programme and also appreciated the APEDA officials and bazaar committee members who proactively came forward to launch the scheme. He also lauded the DDSE, DIPRO in-charge, 82nd Mountain Brigade and Principals of IGG College, VKV Tafragam, VKV Tezu and Kendriya Vidyalaya for their support by making prompt requisitions.

The bulbs and tube lights to be replaced by energy efficient LED appliances will be distributed to AAY and Below Poverty Line families free of cost, the DC announced.  

Earlier, representative from ESSL gave a brief demonstration on the benefits of using these LED appliances. He informed that the usage of one LED bulb and LED tube saved around 92 and 166 rupees respectively in a year. This would easily cover up the cost of procuring these appliances.

The bulbs and tube lights are also shock proof and do not break easily, he said. Further, they come with a warranty period of three years and can be replaced in an UJALA counter all over the country, if found damaged within the stipulated period. "Our mission is energy efficiency and not profit orientation", he said.

The programme ended with distribution of LED bulbs and tube lights to the HoDs and principals who had made the requisitions.  2,266 bulbs and 305 tubes were procured in the first round of requisition made by various departments and institutions. (DIPRO)

 

 

 

 

8th Scientific Advisory Committee meeting of KVK

ITANAGAR, Apr 11: Scientific Advisory Committee (SAC) meeting, 2017 of Krishi Vigyan Kendra, Papum Pare was organized on April 7 at the training hall of the Kendra with the objective to assess the work achievements of the year, 2016-17 and formulation of Action Plan for the year 2017-18.

The achievement report of the Kendra was presented by Tadang Meena, (I/C) Sr Scientist & Head cum SMS (Agronomy) of the Kendra, who briefed on various activities carried out by the Kendra in 2016-17. Annual reports for 2016-17 and Action Plan of 2017-18 were presented by respective Subjects Matter Specialists (SMS) of the concerned disciplines.

Dr Taba Heli, Mission Director, State Mithun & Yak Mission suggested conducting need based programme. "In case of activity of high financial involvement, number of programmes may be reduced but it should be an impact driven one. Large scale seedlings production, especially King Chilli may be done for revenue generation", he said and laid emphasis on feeding and housing of animals and encouraging production of locally available fodder.

Nini Pertin, Joint Director & KVK State Nodal Officer, Directorate of Agriculture, Naharlagun informed that Arunachal Pradesh is soon to be declared as organic state, hence organic farming is to be popularized among the farmers. Citing that plant protection aspect suffers in organic farming due to scarcity of organic inputs in regard to pest and disease control, Pertin suggested including fruit trees like papaya, besides pineapple, orange, banana in OFT/FLD programme of the Kendra. "In fishery sector, pond management, feeding management is suggested. Prawn culture may be encouraged in addition to fish production in the district", he said.

Dr Jagat C Borah, Principal Scientist, North East Institute of Science & Technology (NEIST) suggested that known variety of crops should be used under OFT and FLD Programme. In regard to mushroom production, he suggested collaborative programme formulation in production and extending technical know-how to farmers and also pressed for value addition of orange peel by making orange peel powder, including analysing its nutritive value and patenting it.

The Horticulture Development Officer, Yupia suggested that grafted plant like litchi, the plant spacing may be reduced from the normal spacing. He also suggested for including irrigation and water management technologies especially for banana cultivation to improve good plant growth during lean season.

Chairing the meet, Director, Directorate of Animal Husbandry, Veterinary, & Dairy Development, Dr Tadang Padung said that the need of the hour is to establish processing in the state to encourage farmers to cultivate in large quantity. He said that pineapple is very easy to cultivate but farmers do not want to cultivate in large scale because of the marketing difficulties.

 

 

 

 

Blueberry fruit cultivation introduced in West Kameng

BOMDILA, Apr 11:  In all, three beneficiaries each from Dirang, Kalaktang and Nafra border area blocks were selected to attend training on 'Introductory Cultivation of Blueberry' at Bomdila on Monday last.

The training was organized under the Border Area Development Programme (BADP) by the state Horticulture Farm Shergaon-Bomdila, in collaboration with the district administration.

The plants were imported all the way from Michigan, USA through plant importer Abonna fruits and Plants Company Pvt Ltd, Siliguri. Each beneficiary was given hundred plants consisting of four cultivars, viz Bluecrop, Legacy, Blueray and Bluejay. This was done to facilitate cross-pollination for better fruit production. Different cultivars are available to suite different climatic conditions from warm to extreme cold.

The training, technical support and plant materials were made available to the progressive farmers by Horticulturist, N Lobsang, who would also train, supervise and monitor for the ensuing two months.

The blueberries are one of the most nutrient-dense foods and contain large levels and a broad range of antioxidants. Native to North America, blueberries are rich in proanthocyanidin, contributing to blueberry benefits that include fighting cancer, losing weight and enhancing glowing young skin. It is also rich in vitamin C and K and contains manganese and other antioxidants that lead to its numerous other health benefits like boosting the brain, enhancing digestion and promoting heart health, among others. Create awareness on govt welfare schemes, Governor to Trade Union leaders.

ITANAGAR, Apr 11: Governor of Arunachal Pradesh P B Acharya called upon the Trade Union leaders to create awareness on government welfare schemes, such as Jan Dhan Yojana and Atal Pension Yojana, and assist their members in availing benefits.  

The Governor said this  when the representatives of 12 Trade Unions under the Joint Working Committee of Arunachal Pradesh Trade Unions called on him at the Raj Bhavan here on Tuesday.

Expressing his concerns on the unorganised labourers, who are an important section of the economy, the Governor said that the Union leaders should voice the grievances and problems of the labourer. "If we strengthen the labour class, we can strengthen the state and help in nation building," the Governor pointed.

Interacting with them, the Governor said that trade unions are one of the most important parts of the society, but for greater good it needs to work under the prescribed framework of the Trade Union laws. "To become successful, every worker, particularly trade union leaders must be well acquainted with updated labour laws and other provisions applicable for the welfare of labourers", the governor said.

The Trade Union representatives also submitted some problems and challenges of the labour community of the state for the perusal of the Governor. (PRO to Governor)

 

 

 

DC East Siang reviews preparedness on dengue and other vector borne diseases

PASIGHAT, Apr 11: With the onset of the summer and rainy season and the need to manage and control the outbreak of Dengue, Chikungunya, Japanese Encephalitis, Malaria and other vector borne diseases in East Siang district, particularly in endemic low-lying areas, East Siang Deputy Commissioner Tamiyo Tatak today reviewed preparedness plans with stakeholders.

Chairing the District level Review Meeting on dengue and other vector borne diseases, the DC asked for proper action plan, covering all circles. Stressing on mass awareness campaigns in all the municipal wards, villages and schools for cleaning and better sanitation of the surroundings to prevent mosquito breeding, he also asked the health authorities and other stakeholders to mobilise PRIs, GBs, ward members and field staff. The District Administration will extend all possible support in the collective effort, he added.

Stressing on collaborative efforts for creating maximum awareness, he also asked to involve NGOs, civil societies and community members. In case of PMC areas, he advocated for multipronged approach and coordinated action plan of the stakeholders viz. health authorities, PMC members and PHE, by convergence with Swachh Bharat Abhiyan and Clean and Green Arunachal drive.

The DC also took stock of the vector control strategies being taken up in terms of Indoor Residual Spray in houses and source reduction activities in potential breeding places, distribution of insecticide treated bed nets (ITNs, LLINS).

He was also apprised on the vital role of medical officers in charge of PHCS and CHCs in their respective areas.

Joint DHS, Dr K Lego termed dengue as life threatening and sought prompt delivery of blood samples of suspected cases to the  District Priority Laboratory at General Hospital, Pasighat for early detection and surveillance.

Earlier, DMO, Dr M Perme apprised that prevention through source reduction need to be taken up as the main strategy, adding that Standard Operating Procedure (SOP) in IRS spray should be maintained and sought the support of all stakeholders in the mission.

Dr T Riso, DPO, NVBDCP, in a power point presentation highlighted the status, prevalence and various measures to prevent and control dengue and other vector borne diseases.  (DIPRO)

 

 

 

 

Mock drill on disaster management at JNV Mahadevpur

MAHADEVPUR, Apr 11:  Training on use of first aid and survival tactics was imparted to students of Jawahar Navodaya Vidyalaya, Mahadevpur in Namsai district as part of a two-day long Department of Disaster Management, Namsai organized disaster management mock drill on Tuesday.

Personnel of 12 Bn National Disaster Response Force (NDRF), Itanagar carried out the mock drill with the objective of capacity building of students in the line of disaster management. It is part of a series of such programmes undertaken by the Department of Disaster Management after the devastating floods last year.

Addressing the participants, Namsai DDMO, Emily Tingkhatra requested the school authority to constitute a School Disaster Management Committee at the earliest so that the school remains equipped to face any eventualities. She also asked for conducting mock drills in the school at least once in a month.

The school administration also expressed their interest in constituting the School Disaster Management Committee at the earliest.

Notably, JNV Mahadevpur was one of the designated relief camps in the wake of the devastating floods last year which severely affected Lekang circle.

Till date, the DDMO, Namsai has been continuously conducting similar trainings after the floods last year, covering at least 84 schools and reaching about 7000 students in the district.

 

 

 

 

Nagrik Bhaichara Samitis for better police-citizen relationship

ITANAGAR, Apr 11: Governor of Arunachal Pradesh P B Acharya met the members of 'Nagrik Bhaichara Samitis (NBS)' - Citizen Fellowship Committee, a brainchild of the Governor, at Raj Bhavan here on Tuesday.

Addressing the committee members, the Governor called upon them to be nodal agents for changing the mindset of the common citizen towards the police. He exhorted the members to promote amity amongst the people. "Unfortunately India is not progressing as desired due to lack of unity, oneness and fellowship amongst the people. We have a great responsibility to promote fellowship in the society," the Governor said.

The Governor advised them to create awareness on welfare schemes of the state and central governments for the poor, disadvantaged and discriminated sections of the society. He also stressed on initiatives towards preservation of environment, adoption of government schools and on regular fruitful meetings of NBS. There must be representatives from agrarian and unorganised labour communities, he stressed.  

Director General of Police, Sandeep Goel informed that on the initiative taken by the Governor, 'Nagrik Bhaichara Samitis' are being formed in each district. The Samitis, under the chairmanship of District Superintendent of Police, will have around 10 members from different walks of lives, who have good reputation, including professionals, teachers, businessmen, women, students etc. The purpose of the formation of these Samitis is to bring police closer to the public and address common problems in an amicable and constructive manner. The Samitis will have regular meetings and will also take up social service activities, like visits to schools, hospitals, jails, orphanages etc as for now.

Already Nagrik Bhaichara Samitis have been formed in 12 districts of the state, namely, Papum Pare, Siang, East Siang, West Siang, Upper Subansiri, Upper Siang, Lohit, Namsai, Lower Dibang Valley, Changlang, Tirap and Longding, the DGP informed.

Principal Secretary, Home Satya Gopal, senior citizens, professionals, Panchayat leaders, businessmen from Pasighat, Aalo, Daporijo and Capital Complex NBS were present, among others. (PRO to Governor)

Itanagar STS rejoice achievement

ITANAGAR, Apr 11: The Itanagar Station of the Arunachal Pradesh State Transport Services (APSTS) on Tuesday celebrated its achievement of meeting the revenue target and accordingly, felicitated some of its dedicated staffs at the State Transport Station Office complex in Ganga.

Amidst the display of cultural items by staff and children of the staff of the APSTS Itanagar Station, the occasion saw felicitations of Tashi Dhondup Dhirkipa as Best Booking Clerk; Tania Tapok as Best Conductor; Jotin Borah as Best Driver and Vidyapati Thakur as Best Mechanic. The rewards with citations and cash were given away by chief guest and Parliamentary Secretary for Transport, Supply & Transport, Likha Saaya.

The Itanagar Station of APSTS under Station Superintendent Tuter Dulom has been able to collect a total revenue of Rs 3,47,58,560, which is a 100.27 percent jump from their target revenue which stood at Rs 3,46,66,584.

Leading the celebration, Station Superintendent Dulom while announcing that the APSTS Itanagar Station has been successful in surpassing its target revenue (100.27 percent), went on to exude pride in his staff, saying "besides surpassing the set revenue target, the station has also recorded 'zero' percent in terms of accidents and related incidents."

This, SS Dulom added, was the result of joint efforts and sincerity put in by the station staffs as well as their family members.

Meanwhile, Parliamentary Secretary Saaya congratulated Dulom and his entire team of staff for their achievements and said, "It takes a bunch of good and dedicated people to make great achievements out of little things."

Highlighting that the importance of APSTS lies in its services to the people other than drawing revenues for the state, Saaya emphasised on the department's officials and staffs to continue rendering their services with greater responsibility. In this, Saaya while drawing a parallel between the transport staffs and the general masses, called for strict observation of rules and responsibilities, especially by the transport drivers and conductors.

He also instructed the drivers, conductors and mechanics to work in absolute tandem as they were also responsible for the passengers' lives. Saaya also directed the Transport commissioner and the General Manager along with their sub-ordinates to keep a constant check on the menace of drunk driving.

Saaya also instructed the Commissioner and the GM to put forward proposals for overhauling the office premises and also the tools required which he assured would be taken up at the highest level.

Earlier, APSTS General Manger Abu Tayeng while exuding pride of the Transport Department's performances in the last Financial Year of 2016-17, in matters of services and revenue generation, informed that the independence given to the Station Superintendents coupled with induction of 28 new buses had helped in the positive outcome. He, however, went on to assert that the new policies and the new machines would have had lesser or no impact without the constant dedication and sincere efforts of its staffs.

Also joining in on appreciating the efforts of SS Dulom and his team along with the entire APSTS team were Transport Commissioner Bolum Siram and AAPSU president Hawa Bagang.

 

 

 

DNGC holds workshop on exam -stress

ITANAGAR, Apr 11: The Career Counseling Cell of Dera Natung Government College, Itanagar organised a workshop on 'How To Overcome Examination Stress' in the college auditorium  on Tuesday.

Dr M Q khan, the co-coordinator of the Career Counseling Cell, initiated the workshop with inviting questions on problem areas from their courses of study and interacted on those topics, in which students had problems and confusions. He discussed the right strategies for preparation to ensure stress-free examinations. Through power point presentation, he covered all the relevant areas relating to examinations, such as psychological reaction to stress, common physical reactions during exam- preparation, how to manage examination -stress, how to prepare and perform for better success, role of teachers and parents in reducing stress of students/aspirants.

"The only and right way to overcome examination stress for students is to study the complete syllabus and prepare for examinations in a planned and systematic way right from the beginning of the session", he said.

It is almost impossible to dream of stress-free examination or of tasting the sweetness of success without hard work and fool-proof preparation, which are the only remedies to overcome examination- stress. The better you prepare, the more stress free you will be, he emphasized.

Further, he highlighted the importance of writing coherently, clearly, legibly, correctly and to the point, leaving proper margin in the answer script and that the last 15 minutes should be devoted in fast proofreading of all answers so that slip of the pen, if any, is rectified.

Nich Menia, Assistant Professor in Geography made a power point presentation on 'Importance of Time Management' and also presented a motivational video, while Bar Yakar, Assistant Professor in Political Science talked on 'What do the Evaluators Expect from the Examinees?'

In the concluding session Dr Khan, Menia and Yakar responded to several queries, questions and doubts raised by the dozens of curious students and aspirants.

The workshop was attended by students from Government Women's College, Lekhi Village, Naharlagun and Dera Natung Government College, Itanagar, besides aspirants of various competitive examinations

 

 

 

 

Homecoming reception to Dr Meena, 2nd runner up of Mrs India North 2017

ITANAGAR, Apr 11: Dr Duyu Meena Mudang, the 2nd runner up in Mrs India North East -2017, was on Monday last accorded a warm welcome by the Apatani Women Association Ziro (AWAZ), along with the Tanii Supung Dukung (TSD), various NGOs, family members and friends on her arrival at Naharlagun.

The pageant was held at Radisson Blu Hotel, New Delhi from April 5 to 8 last. She also won the subtitle of 'Mrs Remarkable' in the event.

Lauding Dr Meena, the AWAZ said that she has inspired a lot of women and proved that age is no bar for achieving one's goal when one is determined.

 

 

 

 

RGU Hindi cell conducts personal contact programme

RONO HILLS, Apr 11:  A two-day long 'Personal Contact Programme', organized by the Hindi Cell of Rajiv Gandhi University in collaboration with the Ministry of Home Affairs, New Delhi, GoI got underway for employees of the University at the University campus on Tuesday.

Briefing about the programme, Hindi Officer, Gumpi Nguso said that the programme is part of Prabodh, Praveen and Pragya Teaching Scheme run by the Ministry of Home Affairs, GoI with an objective to promote Hindi language in all GoI offices. She further added that it will soon be notified in the gazette of India under Official Language Rules after completion of training of about 80 percent employees.

Ministry of Home Affairs Deputy Director, Dr Rustom Roy and Dean of Language, Professor Harish Kumar Sharma also attended the session.

 

 

 

'Liquor shops in EK are situated beyond 500mt'

ITANAGAR, Apr 11: Stating that all liquor shops and wholesalers in Seppa town and other parts of East Kameng are located beyond 500 meters from national/state highways, the All East Kameng IMFL Retailer/ Wholesale Welfare Association has appealed to the state government to let the liquor vendors/ wholesale outlets in the township to continue to run their businesses in their present locations.

The Supreme Court on 15 December, 2016 had passed an order directing closure of liquor shops/ outlets within 500 mt from highways.

In this regard, the association has submitted a memorandum to the state Chief Secretary appealing to pass an order by the government allowing the liquor shops/vendors in Seppa and other parts of the district to continue to run their business as usual.

According to the association, the Chief Secretary has assured to look into the matter.

 

 

 

Training for service providers under Domestic Violence Act held  

TEZU, Apr 11: The two-day mobilization training camp on roles and responsibilities of voluntary organizations, NGOs and service providers under Domestic Violence Act, 2005 and Sexual Harassment at work place started at BRC Hall on Tuesday.

Elucidating the aims and objectives of the camp, Tezu CDPO Sujan Krisikro said that knowledge about these Acts was a must to ensure safety and welfare of women. Advocate Sasamlu Minin spoke on Right to Free Legal Services and procedures to avail protection from domestic violence under the same Act.

Personnel from the Police Department gave an in-depth session on various FIRs under IPC which were relevant to victims of domestic violence for their protection. A discussion on the topic "Right to File Complaints"   was also held. The resource persons also explained about the POSCO Act.

The medical team briefed about various provisions of medical aids and precautionary measures to be taken in case of minor victims.

During open session, the resource persons answered the queries related to women issues.

Thousands attend 5th NBCC annual conference

ITANAGAR, Apr 11:  Thousands attended a three-day long 45th annual conference of the Nyishi Baptist Church Council (NBCC), organized by the Doimukh Pastoral Range at Mani Baptist Church on Sunday last.

Earlier, on the inaugural day, NBCC President, John Panye hoisted the NBCC flag which was followed by a speech by General Secretary of Indian Evangelical Mission Reverend Dr E D Raja Singh Elias and Secretary, Evangelical Fellowship of India North East Reverend Halli Likha.

The second day of the conference was marked by a mass tree plantation around the Mani ME School Campus and Primary Health Centre.

The closing day of the conference was marked by the mass procession of Palm Sunday and devotional service, which saw the participation of MLA cum Parliamentary Secretary, Techi Kaso, Bordumsa MLA, Nikh Kamin, Nampong MLA, Laisam Simai, former MLA, Ngurang Pinch, Arunachal Christian Forum General Secretary, Toko Tekhi, and Arunachal Baptist Church Council General Secretary, Kon Jirjo Jotham, besides others.

 

 

 

GSU's 2nd phase 36-hr bandh ends

ITANAGAR, Apr 11: The second phase 36-hour bandh enforced by the Galo Students' Union (GSU) in Galo inhabited areas of Upper Subansiri, West Siang and East Siang districts in protest against non-fulfilment of its demands ended 'peacefully' at 5pm on Tuesday.

Shops and business establishments remained closed, while vehicles stayed off the road during the bandh, the GSU claimed. Government offices were also closed during the bandh period, the students' union added.

Earlier, the GSU had enforced a 24-hour bandh in all Galo-inhabited areas of the three districts in its first phase on March 27.

Further, the GSU strongly urged the state government to immediately address the charter of demands submitted earlier, failing which the union threatened to launch rigorous movement.

Some of the main demands of the union are immediate functioning and posting of Deputy Commissioner and Superintendent of Police at Likabali, Lower Siang district, non-exclusion of any part under Nari Koyu Assembly Constituency from Lower Siang, cabinet approval as well as creation of Leppa Rada district, posting of required doctors, medical staff and equipments at General Hospital, Aalo and its overall development, creation of trained graduate teacher, senior subject teachers' posts for upgraded government higher secondary schools, Liromoba, Nehru Memorial Aalo, Dari and Maro.

 

 

NCC wing introduced in Pasighat KV

PASIGHAT, Apr 11: Kendriya Vidyalaya, Pasighat has introduced National Cadet Corps (NCC) as a part of mainstream education curriculum.

Addressing the inaugural function of the wing on Monday, East Siang Deputy Commissioner Tamiyo Tatak said that the NCC is the best platform  to promote unity, leadership, spirit of adventure and the ideals of selfless service among the youth of the nation.

Recalling his NCC days,  the DC  further said "it is considered to be very refreshing and extra-curricular activities in student life wherein trainings are organized for character building and improving leadership qualities.

Colonel H Padmanabhan said, NCC activities infuse social and civic responsibility, national integration, besides developing  skills to promote social harmony.

Expressing happiness on the introduction of the NCC wing, SP Pranav Tayal said that NCC gives first-hand opportunity to experience what is like to be in the Indian armed, air or naval forces.

 

 

 

 

Shifting of Smelter and Satyam Ispat factory demanded

ITANAGAR, Apr 11:  The All Arunachal Pradesh Youth Forum (AAPYF) reiterated its demands for immediate shifting of SMS Smelter Factory in Lekhi Village and closing down of Satyam Ispat factory at Banderdewa. In a representation to the Chief Minister, the AAPYF claimed that SMS Smelter Factory is emitting hazardous smoke and causing respiratory problems to many people living around the factory.  The Forum further stated that similar harmful smoke is being produced by Satyam Ispat Factory at Banderdewa where most of the business establishments, schools and government institutions are located.

The last sentence of the news item, "They also demanded immediate stoppage in the ongoing construction work" should be read as "They also demanded to prevent any attempt of any individual or the private construction company to start the execution of the work until a solution to the allegation of manipulation in tendering process is arrived. The villagers also claim that the construction work of the road has not been started yet."

Ray of hope

The news of the inauguration of new Tertiary Cancer Centre at Tomo Riba Institute of Health & Medical Sciences (TRIHMS) Naharlagun has come as huge relief to the people of state. Inaugurated on Monday by Deputy Chief Minister Chowna Mein the new centre will immensely benefit the poor people of Arunachal. Earlier cancer patients had to go outside the state for treatment which is very costly affair. Also the state government has allocated Rs 3 crores to provide free chemotherapy to APST cancer patients in the new centre.

 These are appreciable steps and one can only hope that government will continue to give topmost priority to health sector. With medical college slated to start functioning from 2018 academic session onwards, things definitely looks bright. But government will have to really be strict with the quality control. No compromise should be made while constructing new infrastructures for the medical college.  The appointment of staff and faculties should be done as per the laid down norms. Also the new Tertiary Cancer Centre should be properly maintained by the authorities. This centre is a ray of hope for the cancer patients of the state and it is the duty of health department to ensure that it provides best treatment to the patient. Health department should explore possibilities of coordinating with prominent hospitals of the country in order to develop Tomo Riba Institute of Health & Medical Sciences as top health institute of the country.

Ban Gau Rakshak

Dear Editor,

Your editorial, "Ban cow vigilante group" published on April 8 has rightly said, "Democratic country like India has no place for illegal and anti-social element like cow vigilante group." Innocent and poor people have routinely been attacked and tortured by the goons of Gau Rakshaks since 2015.

They have done a great damage to India's image in a series of deadly events from Dadri in UP to Una in Gujarat and now at Alwar in Rajasthan. These so called Rakshaks (protectors) are actually Rakshasas (demons) who are out there to tarnish our fabric of fraternity. Such groups should be banned.

An appeal to APPSC

Dear Editor,

Through the column of your esteemed daily I would like to place my request before the members of Arunachal Pradesh Public Service Commission (APPSC). It has been observed that the commission is busy in seeking consent from abc as a response to RTI filed by xyz candidate. Till now I have received many RTI ‘consent’ letter from the commission and many more are anticipated. Many of such RTI include seeking detail marks statements of recently concluded A.E (civil) examination. If I’m not wrong APPSC follows the UPSC norms in recruitment process.

UPSC make the mark statement public after successful completion of recruitment process as they choose to be transparent in recruitment process and also the marks of qualified students will set a bench mark for the aspiring candidates in upcoming examinations. So, instead of getting into trouble in sending and receiving consent from so many people at least make the mark statements public in APPSC website as a measure to show transparency and also to help aspiring candidate for next battle.

Waiting for scholarship money

Through your esteemed daily, I on behalf of the students of Arunachal University of Studies Namsai, would like to seek clarification regarding non issuance of scholarship money. We are the students of BA 2nd semester in Arunachal University of Studies and we have applied for scholarship under the programme of Arunachal Pradesh Directorate of Higher and Technical Education during the time of our admission.

In pursuance of our concern we have also approached the concern department of the university but we are yet to get any concrete clarification and information. Hence, we feel we are highly neglected and are in immense confusion.
