Arunachal is changing for development: Mein
KHONSA, Apr 11: "Change is coming to Arunachal Pradesh and the change is for prosperity, growth and development," said Deputy Chief Minister Chowna Mein while addressing a huge gathering during Pongtu Festival Celebration at Khonsa on Tuesday.
Stating that Arunachal Pradesh has a very rich cultural heritage, Mein informed that Rs 5 crore has been kept under Research Department in the budget for carrying out research works on living heritage of various tribes.
Lauding the colourful traditional attires and dances of the Tutsa community, Mein said that Arunachal is a symbol of unity in diversity where people from diverse cultures and backgrounds are living together in perfect harmony.
Asserting this year's budget as the best, the Deputy Chief Minister informed that fund has been kept for bringing vast areas of undulating land available in food deficit areas into cultivation. He said to start the land terracing cultivation from Tirap and Longding districts.
He also called upon the people not to only confine themselves to traditional agriculture practices but also take up cash crops like tea and rubber cultivations as there has been provision under the Chief Minister's Flagship Programme to provide good quality seedlings and planting materials at affordable price to the farmers.
He also informed that smart classes will be introduced in secondary and higher secondary classes from this year onward and assured to introduce science stream in Wangcha RajKumar College at Deomali, for which fund has been kept in the budget.
Responding to the pleas submitted to him, Mein assured to sanction remaining amount of Rs 15 crore for completion of the District Secretariat building at Khonsa. He also assured to look into the fund required for construction of DIET building, boundary walls of schools at Khonsa as demanded by the Education Minister.
Mein further assured to provide fund for construction of Khonsa Stadium under RIDF/NEC, fund for 1 km concrete cement road in the main entrance of the Khonsa township and also for construction of an alternate road from the backside of the DC Office Khonsa to State Bank of India as it was informed that the main road to the bank passes through the DC Office complex, causing congestion in the office premise.

which adds beauty to our age-
Minister of Agriculture and DoTCL Wangki Lowang said that the Pongtu festival is celebrated to spread brotherhood and happiness. While calling for preservation of culture, he said that culture is identity of every tribe.
MLA Wanglam Sawin also spoke on the occasion and called for preservation of culture and local language, while President of the Tutsa Pongtu Festival Committee Pholin Lowang highlighted the mythology of the festival.
"Pongtu is one of the most important and oldest agriculture festivals celebrated by the Tutsa community. The festival is celebrated in the month of April or May every year before the harvest of Millets to welcome the New Year", Lowang said.
Pongtu traditional dances, Lakrek dance performed by girls and Samton by boys, Ronghon bong, war dance (Ramui bong) and Tutsa modern dances were presented at festival ground.
Earlier, the Deputy Chief Minister inaugurated the District Secretariat Building, Khonsa, Block C.
At Changlang, the festival was celebrated with traditional gaiety and religious fervor at Changlang.
Addressing the festive revellers at general ground here, Minister for Power, Industries, Textiles and Handicrafts Tamiyo Taga exhorted the youth of the district to stay rooted to their own culture and traditions while adapting to modernisation.
He fondly remembered the contribution of late W Pongte in bringing out the resolution to recognise the Tutsas as one of the major tribes of the state. He also acknowledged the contribution of DIET, Changlang in promoting education not only in the district but entire state.
Earlier, the minister unfurled the festival flag and offered prayer to almighty 'Rangkhothak'.
State BJP President Tapir Gao exhorted all Tutsas regardless of their religious backgrounds to celebrate the festival as it represents the culture and tradition of the community. He urged the local leaders of the district to carry on the good work of bringing peace and development in the district.
Raga MLA Tamer Murtem also spoke on the occasion.
On the occasion, two Tutsa audio albums were released by Minister Taga.
Prominent personalities and meritorious students belonging to the community were also felicitated on the occasion.
Dance troupes from various Tutsa villages showcased their traditional dances, like Khopa, Ronghon Bong, Changding, Thomtut etc.
Among others, Parliamentary Secretary (Hydropower) Phosum Khimhun, MLA Tesam Pongte, former ministers Atum Welly, Tater Kipa and T Ngemu and all HODs were present.
Aadhar card racket busted
ROING, Apr 11: A person was arrested by the police recently for allegedly running a racket of making Aadhar cards in Roing.
Reportedly, the arrested accused identified as Jay Kishor Gupta had been illegally making Aadhar cards for people at exorbitant rates.
The arrest was made following a raid conducted by the District Administration at a computer shop at Upper Market in Roing regarding information of illegal Aadhar card production.
A certificate (No NS217705) bearing registration number UID 587109 of Motihari district, Bihar possessed by operator Jay Kishor Gupta was also seized along with other documents by the district administration.

His Holiness left the civilian helipad at around 9 am for Guwahati, after addressing his devotees at Tawang Monastery who had gathered since early morning to get glimpse of him. He said he has special attachment with Tawang and announced to come back again.
Earlier, Chief Minister Pema Khandu, along with RWD Parliamentary Secretary Jambey Tashi and Tawang MLA Tsering Tashi met His Holiness at the monastery to bid their farewell and accompanied him towards the helipad.
At the helipad, His Holiness gave his blessings to the Chief Minister and others present. The helicopter carrying His Holiness flew round the Tawang town before proceeding towards Guwahati.

"They should have consulted locals before laying the road or increasing its height, he said. Most of the house roof tops are now at the level of the road constructed by the constructing agency. Their inept planning, poor drainage, lack of monitoring of road laying work will be the main reasons for flooding in the area in the event of rain", said Mein.

ITANAGAR, Apr 11: The labourers immensely contribute towards the development and prosperity of the state, said Governor of Arunachal Pradesh P B Acharya while chairing a meeting held to discuss the pathetic condition of the labourers engaged in the road construction in the state at Raj Bhavan here on Tuesday.
Principal Secretary, Home, Satya Gopal, Secretary, Social Welfare, Madhu Garg and Secretary, Rural Development, Dani Salu were present on the occasion.
Terming roads as the lifeline of the state and its people and the labourers engaged in the road constructions as the most important people, the governor said "it is the duty of every individual, particularly the employers to respect these people and ensure that their welfare is taken care of. He appealed to all to have a humane approach with the spirit of 'Sabka Saath Sabka Vikas' towards them and contribute at individual level to address their problems.
The Governor called for reasonable accommodation, drinking water, health facilities for these workers and recreation and educational facilities for their children. He categorically stated that these labourers must be covered under Food Security Act and they must be provided basic provisions, granted under the Act.
During his recent visit to West Kameng district, the Governor observed the deplorable conditions of the labourers working under Border Roads Organisation (BRO). He had asked the BRO to address the challenges of the labourers and create conducive environment for them.
As a first initiative, the Governor had distributed recreational items and sweets to the children at various labour camps in the Sessa portion of the road between Bhalukpong and Bomdila. (PRO to Governor)

Lohit becomes 1st district to launch energy efficient UJALA scheme in Arunachal
TEZU, Apr 11: Lohit became the first district in Arunachal to launch energy efficient LED bulbs and LED tube lights at subsidized rates under UJALA Yojana scheme of the Central Government.
With this, 9W LED Bulbs and 20W LED tube lights will now cost a minimal of Rs 70 and 230 respectively, a marked reduction from the current market prices.

Launching the energy efficient bulbs and tubes here on Monday at BRC Hall, Deputy Commissioner Danish Ashraf termed this occasion as a major thrust towards making the district energy sufficient. Taking a cue from Neil Armstrong's historic moon landing, Ashraf said the launch of such affordable and efficient materials was a "small step for Lohit, but a giant leap for its citizens".
He expressed extreme happiness that with the usage of these appliances, over 50, 000 hours of energy will be saved, which is five times the current average. He further said that hospitals and educational institutions will be given priority.

The bulbs and tube lights to be replaced by energy efficient LED appliances will be distributed to AAY and Below Poverty Line families free of cost, the DC announced.
Earlier, representative from ESSL gave a brief demonstration on the benefits of using these LED appliances. He informed that the usage of one LED bulb and LED tube saved around 92 and 166 rupees respectively in a year. This would easily cover up the cost of procuring these appliances.
The bulbs and tube lights are also shock proof and do not break easily, he said. Further, they come with a warranty period of three years and can be replaced in an UJALA counter all over the country, if found damaged within the stipulated period. "Our mission is energy efficiency and not profit orientation", he said.
The programme ended with distribution of LED bulbs and tube lights to the HoDs and principals who had made the requisitions. 2,266 bulbs and 305 tubes were procured in the first round of requisition made by various departments and institutions. (DIPRO)

Nini Pertin, Joint Director & KVK State Nodal Officer, Directorate of Agriculture, Naharlagun informed that Arunachal Pradesh is soon to be declared as organic state, hence organic farming is to be popularized among the farmers. Citing that plant protection aspect suffers in organic farming due to scarcity of organic inputs in regard to pest and disease control, Pertin suggested including fruit trees like papaya, besides pineapple, orange, banana in OFT/FLD programme of the Kendra. "In fishery sector, pond management, feeding management is suggested. Prawn culture may be encouraged in addition to fish production in the district", he said.

Create awareness on govt welfare schemes, Governor to Trade Union leaders.
ITANAGAR, Apr 11: Governor of Arunachal Pradesh P B Acharya called upon the Trade Union leaders to create awareness on government welfare schemes, such as Jan Dhan Yojana and Atal Pension Yojana, and assist their members in availing benefits.
The Governor said this when the representatives of 12 Trade Unions under the Joint Working Committee of Arunachal Pradesh Trade Unions called on him at the Raj Bhavan here on Tuesday.
Expressing his concerns on the unorganised labourers, who are an important section of the economy, the Governor said that the Union leaders should voice the grievances and problems of the labourer. "If we strengthen the labour class, we can strengthen the state and help in nation building," the Governor pointed.
Interacting with them, the Governor said that trade unions are one of the most important parts of the society, but for greater good it needs to work under the prescribed framework of the Trade Union laws. "To become successful, every worker, particularly trade union leaders must be well acquainted with updated labour laws and other provisions applicable for the welfare of labourers", the governor said.

and control the outbreak of Dengue, Chikungunya, Japanese Encephalitis, Malaria and
other vector borne diseases in East Siang district, particularly in endemic low-

Stressing on mass awareness campaigns in all the municipal wards, villages and schools for cleaning and better sanitation of the surroundings to prevent mosquito breeding, he also asked the health authorities and other stakeholders to mobilise PRIs, GBs, ward members and field staff. The District Administration will extend all possible support in the collective effort, he added.
Stressing on collaborative efforts for creating maximum awareness, he also asked to involve NGOs, civil societies and community members. In case of PMC areas, he advocated for multipronged approach and coordinated action plan of the stakeholders viz. health authorities, PMC members and PHE, by convergence with Swachh Bharat Abhiyan and Clean and Green Arunachal drive.
The DC also took stock of the vector control strategies being taken up in terms of Indoor Residual Spray in houses and source reduction activities in potential breeding places, distribution of insecticide treated bed nets (ITNs, LLINS).
He was also apprised on the vital role of medical officers in charge of PHCS and CHCs in their respective areas.
Joint DHS, Dr K Lego termed dengue as life threatening and sought prompt delivery of blood samples of suspected cases to the District Priority Laboratory at General Hospital, Pasighat for early detection and surveillance.

Mock drill on disaster management at JNV Mahadevpur

MAHADEVPUR, Apr 11: Training on use of first aid and survival tactics was imparted
to students of Jawahar Navodaya Vidyalaya, Mahadevpur in Namsai district as part
of a two-
Personnel of 12 Bn National Disaster Response Force (NDRF), Itanagar carried out the mock drill with the objective of capacity building of students in the line of disaster management. It is part of a series of such programmes undertaken by the Department of Disaster Management after the devastating floods last year.
Addressing the participants, Namsai DDMO, Emily Tingkhatra requested the school authority to constitute a School Disaster Management Committee at the earliest so that the school remains equipped to face any eventualities. She also asked for conducting mock drills in the school at least once in a month.
The school administration also expressed their interest in constituting the School Disaster Management Committee at the earliest.
Notably, JNV Mahadevpur was one of the designated relief camps in the wake of the devastating floods last year which severely affected Lekang circle.
Till date, the DDMO, Namsai has been continuously conducting similar trainings after the floods last year, covering at least 84 schools and reaching about 7000 students in the district.

Addressing the committee members, the Governor called upon them to be nodal agents for changing the mindset of the common citizen towards the police. He exhorted the members to promote amity amongst the people. "Unfortunately India is not progressing as desired due to lack of unity, oneness and fellowship amongst the people. We have a great responsibility to promote fellowship in the society," the Governor said.
The Governor advised them to create awareness on welfare schemes of the state and central governments for the poor, disadvantaged and discriminated sections of the society. He also stressed on initiatives towards preservation of environment, adoption of government schools and on regular fruitful meetings of NBS. There must be representatives from agrarian and unorganised labour communities, he stressed.
Director General of Police, Sandeep Goel informed that on the initiative taken by the Governor, 'Nagrik Bhaichara Samitis' are being formed in each district. The Samitis, under the chairmanship of District Superintendent of Police, will have around 10 members from different walks of lives, who have good reputation, including professionals, teachers, businessmen, women, students etc. The purpose of the formation of these Samitis is to bring police closer to the public and address common problems in an amicable and constructive manner. The Samitis will have regular meetings and will also take up social service activities, like visits to schools, hospitals, jails, orphanages etc as for now.
Already Nagrik Bhaichara Samitis have been formed in 12 districts of the state, namely, Papum Pare, Siang, East Siang, West Siang, Upper Subansiri, Upper Siang, Lohit, Namsai, Lower Dibang Valley, Changlang, Tirap and Longding, the DGP informed.

Itanagar STS rejoice achievement
ITANAGAR, Apr 11: The Itanagar Station of the Arunachal Pradesh State Transport Services (APSTS) on Tuesday celebrated its achievement of meeting the revenue target and accordingly, felicitated some of its dedicated staffs at the State Transport Station Office complex in Ganga.
Amidst the display of cultural items by staff and children of the staff of the APSTS Itanagar Station, the occasion saw felicitations of Tashi Dhondup Dhirkipa as Best Booking Clerk; Tania Tapok as Best Conductor; Jotin Borah as Best Driver and Vidyapati Thakur as Best Mechanic. The rewards with citations and cash were given away by chief guest and Parliamentary Secretary for Transport, Supply & Transport, Likha Saaya.
The Itanagar Station of APSTS under Station Superintendent Tuter Dulom has been able to collect a total revenue of Rs 3,47,58,560, which is a 100.27 percent jump from their target revenue which stood at Rs 3,46,66,584.
Leading the celebration, Station Superintendent Dulom while announcing that the APSTS Itanagar Station has been successful in surpassing its target revenue (100.27 percent), went on to exude pride in his staff, saying "besides surpassing the set revenue target, the station has also recorded 'zero' percent in terms of accidents and related incidents."
This, SS Dulom added, was the result of joint efforts and sincerity put in by the station staffs as well as their family members.
Meanwhile, Parliamentary Secretary Saaya congratulated Dulom and his entire team of staff for their achievements and said, "It takes a bunch of good and dedicated people to make great achievements out of little things."
Highlighting that the importance of APSTS lies in its services to the people other than drawing revenues for the state, Saaya emphasised on the department's officials and staffs to continue rendering their services with greater responsibility. In this, Saaya while drawing a parallel between the transport staffs and the general masses, called for strict observation of rules and responsibilities, especially by the transport drivers and conductors.

'Liquor shops in EK are situated beyond 500mt'

The Supreme Court on 15 December, 2016 had passed an order directing closure of liquor shops/ outlets within 500 mt from highways.
In this regard, the association has submitted a memorandum to the state Chief Secretary appealing to pass an order by the government allowing the liquor shops/vendors in Seppa and other parts of the district to continue to run their business as usual.
According to the association, the Chief Secretary has assured to look into the matter.

Shifting of Smelter and Satyam Ispat factory demanded
ITANAGAR, Apr 11: The All Arunachal Pradesh Youth Forum (AAPYF) reiterated its demands for immediate shifting of SMS Smelter Factory in Lekhi Village and closing down of Satyam Ispat factory at Banderdewa. In a representation to the Chief Minister, the AAPYF claimed that SMS Smelter Factory is emitting hazardous smoke and causing respiratory problems to many people living around the factory. The Forum further stated that similar harmful smoke is being produced by Satyam Ispat Factory at Banderdewa where most of the business establishments, schools and government institutions are located.

Ray of hope
The news of the inauguration of new Tertiary Cancer Centre at Tomo Riba Institute of Health & Medical Sciences (TRIHMS) Naharlagun has come as huge relief to the people of state. Inaugurated on Monday by Deputy Chief Minister Chowna Mein the new centre will immensely benefit the poor people of Arunachal. Earlier cancer patients had to go outside the state for treatment which is very costly affair. Also the state government has allocated Rs 3 crores to provide free chemotherapy to APST cancer patients in the new centre.
These are appreciable steps and one can only hope that government will continue to give topmost priority to health sector. With medical college slated to start functioning from 2018 academic session onwards, things definitely looks bright. But government will have to really be strict with the quality control. No compromise should be made while constructing new infrastructures for the medical college. The appointment of staff and faculties should be done as per the laid down norms. Also the new Tertiary Cancer Centre should be properly maintained by the authorities. This centre is a ray of hope for the cancer patients of the state and it is the duty of health department to ensure that it provides best treatment to the patient. Health department should explore possibilities of coordinating with prominent hospitals of the country in order to develop Tomo Riba Institute of Health & Medical Sciences as top health institute of the country.

An appeal to APPSC
Dear Editor,
Through the column of your esteemed daily I would like to place my request before the members of Arunachal Pradesh Public Service Commission (APPSC). It has been observed that the commission is busy in seeking consent from abc as a response to RTI filed by xyz candidate. Till now I have received many RTI ‘consent’ letter from the commission and many more are anticipated. Many of such RTI include seeking detail marks statements of recently concluded A.E (civil) examination. If I’m not wrong APPSC follows the UPSC norms in recruitment process.
UPSC make the mark statement public after successful completion of recruitment process as they choose to be transparent in recruitment process and also the marks of qualified students will set a bench mark for the aspiring candidates in upcoming examinations. So, instead of getting into trouble in sending and receiving consent from so many people at least make the mark statements public in APPSC website as a measure to show transparency and also to help aspiring candidate for next battle.

Through your esteemed daily, I on behalf of the students of Arunachal University of Studies Namsai, would like to seek clarification regarding non issuance of scholarship money. We are the students of BA 2nd semester in Arunachal University of Studies and we have applied for scholarship under the programme of Arunachal Pradesh Directorate of Higher and Technical Education during the time of our admission.
In pursuance of our concern we have also approached the concern department of the university but we are yet to get any concrete clarification and information. Hence, we feel we are highly neglected and are in immense confusion.
